Reforming foster care and restrictive measures
Disciplinary measures and restrictions for children in child welfare foster care will be clarified, and locating children who have run away without permission will be made easier by lowering the threshold for mobile phone tracing. A new rehabilitative closed institutional service will be established for children who commit serious crimes, and the maximum duration of a special care period will be extended.
