What is proposed
Three earlier decrees on state-owned nature conservation areas in Ruunaa and Central Ostrobothnia will be added to the act's transitional provision so that the areas remain protected when the new act enters into force. At the same time, an erroneous section reference in the provision on the management of and discretionary government grants for endangered habitat types will be removed.
What it means
The amendment will ensure that the level of protection for these areas is automatically maintained without decrees needing to be reissued. In addition, the granting of discretionary government grants for the restoration of endangered habitat types will be clarified. The act will enter into force simultaneously with the new Nature Conservation Act on 1 June 2023.

Key points of the debate
The debate addressed technical corrections to the new Nature Conservation Act that ensure the continued uninterrupted protection of certain nature conservation areas. The proposal itself was completely unanimous, but the debate broadened into a wider exchange on halting biodiversity loss, forestry, and property protection. Particular attention was paid to environmental provisions in the forthcoming government programme and operating conditions for industry.
- How to reconcile nature conservation measures with operating conditions for industry and forestry?
- Whether Finland needs a separate framework act, a nature act, to halt biodiversity loss?
- How landowners' property rights and local acceptance should be taken into account when establishing nature conservation areas?
- Social DemocratsIn favour
The group supported swift approval of the technical corrections and considered it important to safeguard biodiversity and protect the Baltic Sea.
”Kannatan esityksen mukaisia pikaisia korjauksia.”
— Saku Nikkanen - Centre PartyIn favour
The group supported the continuity of nature conservation but stressed that protection must strictly respect landowners' property protection and economic sustainability.
”On viisasta se, että luonnonsuojeluun sitoutetaan kaikki ihmiset, myös ne alueella olevat ihmiset.”
— Anne Kalmari - GreensIn favour
The group supported the proposal as an important correction and called for science-based environmental policy and a separate nature act.
”Esityksen ja saamansa selvityksen perusteella valiokunta pitää esitystä tarpeellisena ja kannatettavana sekä puoltaa siihen sisältyvän lakiehdotuksen hyväksymistä vähäisin teknisin muutoksin.”
— Hanna Holopainen - Left AllianceIn favour
The group considered the legislative amendments and the reform of the Nature Conservation Act necessary measures to halt biodiversity loss and climate change.
”Luonnonsuojelualueet, joita tänään käsiteltävällä hallituksen esityksellä pysytetään voimassa, ovat keskeinen instrumentti toteuttaa luonnon suojelemista.”
— Minja Koskela - National Coalition PartyIn favour
The group supported the proposal, but voiced concern that new protected areas must have local social acceptance and that business potential must be taken into account.
”Tämän uuden lain voimalla on suunniteltu Suomeen perustettavan huomattavan paljon erilaisia luonnonsuojelualueita, ja lähtökohtaisesti voi varmaan ajatella, että aivan hyvä näin.”
— Heikki Autto - Finns PartyIn favour
The group considered the corrections appropriate, but emphasised the need to safeguard game management, operating conditions for industry, and forestry alongside conservation measures.
”Hyvä, että meillä on luonnonsuojelulaki, ja hyvä, että siihen tehdään ihan fiksuja juttuja.”
— Juha Mäenpää
