Laki toimeentulotuesta annetun lain muuttamisesta
Eduskunnan päätöksen mukaisesti muutetaan toimeentulotuesta annetun lain (1412/1997) 7 a §:n 2 momentin ruotsinkielinen sanamuoto, 10 §:n 1 momentin 2 kohta ja 27 b §:n 5 momentti, sellaisina kuin ne ovat, 7 a §:n 2 momentin ruotsinkielinen sanamuoto laissa 1242/2023 sekä 10 §:n 1 momentin 2 kohta ja 27 b §:n 5 momentti laissa 1023/2022, sekä lisätään 7 b §:ään, sellaisena kuin se on laissa 1023/2022, uusi 2 momentti, jolloin nykyinen 2 momentti siirtyy 3 momentiksi, seuraavasti:
7 b §Terveydenhuoltomenot ja muut menot
Keliakiaa sairastavan 16 vuotta täyttäneen henkilön osalta muina perusmenoina otetaan lisäksi huomioon 25 euroa kuukaudessa keliakiasta johtuvien ylimääräisten ravintomenojen kattamiseksi.
10 §Alennettu perusosa
Sellaisen henkilön perusosan suuruutta voidaan alentaa enintään 20 prosenttia, jonka toimeentulotuen tarve aiheutuu siitä, että:
2) kotoutumisen edistämisestä annetussa laissa (681/2023) tarkoitettu maahanmuuttaja on ilman perusteltua syytä kieltäytynyt kotoutumissuunnitelman tai monialaisen kotoutumissuunnitelman laatimisesta tai osallistumasta kotoutumissuunnitelmassa tai monialaisessa kotoutumissuunnitelmassa yksilöidysti sovittuihin, työllistymistä edistäviin toimenpiteisiin taikka jos hän on laiminlyönnillään aiheuttanut sen, ettei kotoutumissuunnitelmaa tai monialaista kotoutumissuunnitelmaa ole voitu laatia;
27 b §Perustoimeentulotuen kattamiseksi Kansaneläkelaitokselle suoritettavat ennakot ja niiden vahvistaminen sekä maksaminen
Mitä tässä pykälässä säädetään perustoimeentulotuen kattamiseksi Kansaneläkelaitokselle suoritettavista ennakoista ja niiden maksamisesta, sovelletaan myös maksettaessa valtion korvausta Kansaneläkelaitokselle kotoutumisen edistämisestä annetun lain 59 ja 63 §:n perusteella. Tässä momentissa tarkoitettu tammikuun ennakko maksetaan kuitenkin tammikuun ensimmäisenä arkipäivänä.
§
Tämä laki tulee voimaan päivänä kuuta 20 . Sen 7 b §:n 2 momentti tulee kuitenkin voimaan vasta 1 päivänä helmikuuta 2025.
Tämän lain 7 b §:n 2 momenttia ei sovelleta toimeentulotukea koskevaan hakemukseen, jo-ka koskee aikaa ennen 1 päivää maaliskuuta 2025.
