What is proposed
The proposal extends temporary exceptions to the Unemployment Security Act until 30 June 2021. The increased exempt amount for adjusted unemployment benefit, the eased conditions for mobility allowance, the streamlined processing of applications, and the possibility to pay unemployment benefit in advance without a decision for up to six months will remain in force.
What it means
The change applies to recipients of unemployment benefit, part-time workers, entrepreneurs, and the processing of applications at Kela and unemployment funds. The exempt amount for adjusted unemployment benefit will remain at 500 euros a month (or 465 euros per four weeks) instead of the normal 300 euros, and mobility allowance will be available for full-time work with a daily commute of more than two hours instead of the normal three hours. The changes are estimated to increase benefit expenditure by a total of approximately 19.3 million euros.

Key points of the debate
The debate addressed extending the temporary coronavirus exceptions to unemployment security, such as the increased exempt amount and more flexible advance payments, until the end of June 2021. The proposal was completely unanimous, and all parliamentary groups that took the floor considered the measures necessary to secure livelihoods and incentives to accept work during the prolonged epidemic.

Society must show flexibility during a crisis, and increasing the exempt amount as well as paying benefits in advance are important measures to help the unemployed.
”Koska covid-19-pandemia aiheuttaa edelleen epävarmuutta yhteiskunnassamme ja heikentää työllisyyttä, on tärkeää, että nyt tuetaan työttömiä erilaisin toimin näinä haastavina aikoina.”
— Heidi Viljanen - Left AllianceIn favour
The temporary easements to unemployment security secure jobseekers' livelihood and reduce application processing backlogs in an exceptionally difficult epidemic situation.
”Koronakriisin johdosta työttömyysetuuksia saa edelleen poikkeuksellisen moni. Tästä syystä nyt esitettävien määräaikaisten poikkeusten jatkaminen on perusteltua.”
— Aino-Kaisa Pekonen - Swedish People's PartyIn favour
Extending the exceptional rules provides vital income support to the most vulnerable and helps regions hit particularly hard by the coronavirus crisis.
”Det här lagförslaget om en förlängning av de tillfälliga undantagen i lagen om utkomstskydd för arbetslösa till den 30 juni 2021 är mycket välkommet.”
— Mats Löfström - Christian DemocratsIn favour
The proposal is very good and necessary, and increasing the exempt amount for unemployment security could even be considered as a permanent change to incentivise taking up work.
”Näistä totean vain sen, että mielestäni olisi hyvä, jos hallitus kävisi sisäistä keskustelua siitä, voisiko näitä esityksiä jatkaa pidempäänkin.”
— Päivi Räsänen
