What is proposed
The proposal brings into force a new bilateral tax treaty that partially transfers the right to tax pensions other than those from public service to the source state, allows the levying of a withholding tax of up to 15 per cent on portfolio dividends, and changes the elimination of double taxation to be based primarily on the credit method.
What it means
The change affects individuals receiving a pension from the other country, equity investors making cross-border investments, and companies. A transitional provision applies to the taxation of pensioners who lived in the other country before the date of signing the treaty, 4 April 2023, meaning their pension income will continue to be taxed only in the country of residence. Finland is estimated to receive increased tax revenue from dividends paid to France and from future pensions.
