Esityksessä ehdotetaan, että eduskunta hyväksyisi pääsystä korkeampaan koulutukseen Tanskan, Suomen, Islannin, Norjan ja Ruotsin välillä tehdyn sopimuksen muuttamista koskevan sopimuksen. Alkuperäinen sopimus on tullut voimaan vuonna 1997 ja sen tarkoituksena on syventää pohjoismaista yhteistyötä ja lisätä opiskelijoiden mahdollisuuksia hakeutua ja päästä korkeampaan koulutukseen toisessa Pohjoismaassa. Sopimusta on muutettu siten, että se on voimassa toistaiseksi. Aiemmin sopimus on uusittu määrävuosiksi kerrallaan. Sopimuksen ovat 25 päivänä huhtikuuta 2018 allekirjoittaneet Tukholmassa Tanskan, Suomen, Islannin ja Norjan edustajat. Ruotsin edustaja on allekirjoittanut sopimuksen 17 päivänä toukokuuta 2018. Sopimus tulee voimaan 30 päivän kuluttua siitä, kun kaikki sopimuspuolet ovat ilmoittaneet Suomen ulkoministeriölle muutossopimuksen hyväksymisestä. Ahvenanmaan, Färsaarten ja Grönlannin osalta sopimus tulee voimaan 30 päivän kuluttua siitä, kun Suomen ulkoministeriölle on niiden osalta ilmoitettu muutossopimuksen voimaantulosta.
