What is proposed
The calculated hourly fee for substitute assistance will be reduced by 4.59 per cent for the year 2018. In addition, the fixed hourly fee for substitute assistance granted for business restructuring will be lowered to 12 euros per hour, whereas without the reduction it would be an estimated 13.77 euros.
What it means
The change applies to agricultural entrepreneurs engaged in animal husbandry, an estimated 5,700 of whom use substitute assistance each year. The reduction decreases farmers' fee burden and provides them with relief totaling around 1 million euros from the state budget. The fixed-term act will be in force from 1 January to 31 December 2018.
How Parliament voted
The act ultimately passed without a vote: no MP proposed rejecting it in the final reading. The votes concerned details of the act.

Key points of the debate
Parliament debated the temporary reduction of farmers' substitute assistance fees for the year 2018 to support farmers' well-being and provide relief following a poor harvest year. The objectives and direction of the bill were widely seen as highly commendable across government and opposition lines. However, debate arose over whether the measure is sufficient and whether its temporary nature is adequate in the wider agricultural profitability crisis.
- Is the 1 million euros investment and fee reduction proposed by the Government sufficient?
- Should fee relief and the development of the farm relief system be longer term rather than temporary?
- National Coalition PartyIn favour
The fee reduction brings necessary relief to the day-to-day work of livestock farms in a difficult year, and at the same time relief possibilities should also be considered for farms outside the system.
”Tämä on tärkeä asia, että me huolehdimme suomalaisen ruuantuotannon tekijöiden jaksamisesta.”
— Timo Heinonen - Centre PartyIn favour
The proposal reduces farmers' costs and supports well-being at work as well as animal welfare amid an exceptionally difficult harvest season and economic distress.
”Tässä esityksessä sitä jaksamista siellä alkutuotannossa tuetaan siten, että sijaisavun tuntimaksua alennetaan 4,59 prosentilla. Se on erittäin tervetullut lakiesitys”
— Anne Kalmari - Blue ReformIn favour
Lowering fees provides relief for producers facing payment difficulties, reduces mental strain and enables them to take sick leave and family leave.
”Tämä hallituksen esitys on mielestäni erittäin tervetullut, koska maatilojen heikko kannattavuus on entisestään lisännyt yrittäjien henkistä kuormitusta.”
— Kari Kulmala - Finns PartyIn favour with reservations
The proposal is a step in the right direction, but the 1 million euros in support proposed by the Government is insufficient and the one-year timeframe is too short to achieve real impacts.
”Lakiehdotus on lähtökohtaisesti hyvä, koska se auttaa maanviljelijöitä jaksamaan nykyisellä työtaakalla. Hallitus on siis sinänsä tehnyt oikeansuuntaisia ratkaisuja. Ehdotettava 1 miljoonan euron panostus on kuitenkin perussuomalaisten mielestä liian vähäinen.”
— Arja Juvonen - GreensIn favour
Maintaining farm relief services and ensuring their availability is justified to promote farmers' mental and physical well-being as well as animal welfare.
”siinä mielessä mielestäni on ihan perusteltua, että me huolehdimme siitä, että lomituspalvelut ovat sillä tavalla kunnossa ja saatavilla, että me tuemme viljelijöiden jaksamista.”
— Krista Mikkonen
