What is proposed

A provision will be added to the Property Tax Act stating that areas protected under the Nature Conservation Act will be exempt from property tax. The exemption applies to the land, but not to any buildings or structures located within the protected area or to their underlying land.

What it means

The change benefits private landowners on whose land protected areas subject to property tax are located; to obtain the tax exemption, the owner must notify the Finnish Tax Administration of the protected area. Municipalities' property tax revenue is estimated to decrease by a total of around 100,000–300,000 euros per year, which will not be compensated by the state. The act will apply from 1 January 2021 in taxation carried out for 2021.

Key points of the debate

The debate addressed exempting private nature reserves from property tax and lowering property taxation on new offshore wind power plants. The bill received unanimous support from Parliament across government and opposition lines. Speeches welcomed incentives for nature conservation and clean energy, and hoped for relief in property taxation in the archipelago.

  • The Social Democrats supported the proposal because it lowers the threshold for establishing private nature reserves, strengthens carbon sinks and improves investment conditions for offshore wind power.

Tavoitteena on näin vauhdittaa uusien merituulivoimaloiden rakentamista, ja mielestäni esitys tältä osin on hyvä.
    Anneli Kiljunen
  • Centre PartyIn favour

The Centre Party supported the proposal, which implements Government Programme goals on tax exemptions for nature reserves and the promotion of offshore wind power by bringing its taxation in line with onshore wind power.

Nythän tässä tuodaan merituulipuistojen verotaso ymmärtääkseni aika lailla samalle tasolle, mikä on kiinteällä maalla olevien tuulivoimaloiden verotaso.
    Matti Vanhanen
  • The Swedish People's Party supported the proposal as an important step in remedying unreasonable property taxation on nature reserves and wasteland in the archipelago and in harnessing the potential of offshore wind power.

Tarvitsemme siis kiinteistöverouudistuksen, ja tämä esitys on hyvä ensimmäinen askel tässä uudistuksessa.
    Sandra Bergqvist
  • Finns PartyIn favour

The Finns Party considered the proposal good and asked whether the reform would eliminate steep property tax increases for archipelago holdings and Natura areas.

Tämä on varmastikin ihan hyvä esitys
