What is proposed
The status of the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) will be changed from a private-law association under French law into an official intergovernmental international organisation. The proposal approves the convention establishing the organisation and brings its provisions of a legislative nature into force through an implementing act.
What it means
The change will strengthen the weight of international recommendations and standards on marine aids to navigation, fairway marking and vessel traffic services, and clarify the organisation's role. The Finnish Transport Infrastructure Agency will act as Finland's main representative in the organisation, and Finland's membership fee will be approximately 17,670 euros a year (at 2022 levels). The convention and the act will enter into force 90 days after 30 states have ratified the convention.
