What is proposed
A temporary provision would be added to the Act on Public Employment and Business Services to allow studies lasting up to 24 months to be procured as labour market training towards completing a new higher education degree for a person who already holds a prior higher education degree and whose earlier studies can be credited towards the new degree.
What it means
The amendment would affect an estimated maximum of around 100 people with higher education qualifications in 2017, of whom about 40 would initially be directed to construction supervisory roles to address the sector's skills shortage. The training programmes must begin by the end of 2017 and end by the end of 2019. The measures would be implemented within existing 2017 employment appropriations without additional costs to the state or businesses.
