What is proposed

The temporary derogation act on unemployment security will be extended until 31 March 2021. The increased exempt amount for adjusted unemployment benefit (500 euros a month or 465 euros per four weeks), the two-hour commute condition for the mobility allowance, simplifications to the adjustment procedure for business activities and wages, and the possibility to pay benefits in advance without a formal decision for up to 6 months will remain in force.

What it means

The change affects unemployed jobseekers, laid-off workers and part-time jobseekers by making it easier to take on work and safeguarding livelihoods. At the same time, it reduces application backlogs at Kela (the Social Insurance Institution) and unemployment funds. Benefit expenditure is estimated to increase by a total of approximately 16.5 million euros, of which the central government's share is 8.7 million euros and the Employment Fund's share is 6.6 million euros.

Key points of the debate

Parliamentary debate addressed extending the temporary flexibilities in unemployment security and the increased exempt amount introduced due to the coronavirus pandemic until the end of March 2021. The proposal enjoyed complete consensus, and parliamentary groups across government and opposition lines deemed the measures essential to secure livelihoods and reduce bureaucracy. Several MPs hoped that the flexibilities and the increased exempt amount would be considered as permanent solutions in the social security reform.

  • The Social Democrats (SDP) supported the bill as an expression of social solidarity and a means to prevent people from falling through the cracks in a difficult economic situation.

  • Left AllianceIn favour

The Left Alliance (Left) supported the proposal to safeguard livelihoods, encourage jobseekers and streamline benefit processing during the prolonged coronavirus situation.

”Tavoitteena on edelleen turvata palkansaajien toimeentuloa tilanteissa, joissa työllistyminen päättyy väliaikaisesti tai kokonaan, sekä tukea työn vastaanottamista ja työvoiman alueellista liikkuvuutta.”
    — Aino-Kaisa Pekonen
  • The Swedish People's Party (SPP) considered the continuation of flexibilities in unemployment security very welcome and expressed appreciation that the provisions were extended to cover Åland as well.

The Finns Party (Finns) supported the proposal as an important measure to secure livelihoods and make it viable for unemployed and laid-off persons to accept short-term work.

    — Rami Lehto
  • The Christian Democrats (CD) considered the proposal necessary to lower incentive and bureaucracy traps and suggested considering similar flexibilities for permanent legislation as well.

    — Sari Essayah

Main content of the bill (official)
Laki on tarkoitettu tulemaan voimaan mahdollisimman pian.
