What is proposed
The procedure fee (reimbursement rate) reimbursed from health insurance for administering a COVID-19 vaccine will be raised from 10 euros to 16 euros per vaccination event. The temporary reimbursement provision will remain in force until 30 June 2022.
What it means
The change reduces the costs incurred by employers for vaccinations in occupational health care and speeds up the vaccination of the working population, freeing up municipal healthcare resources for other duties. The state finances the reimbursements in full, and the additional costs are estimated at approximately 3.8 million euros for around 300,000 vaccination procedures.
How Parliament voted
The bill passed without a vote – no MP proposed rejecting or amending it in plenary.

Key points of the debate
Parliament debated raising the Kela reimbursement paid for administering a coronavirus vaccine from 10 euros to 16 euros to speed up vaccination efforts in occupational health care. The proposal received strong support from the majority of Parliament, but the opposition criticised the Government for submitting the proposal late and for setting the reimbursement level too low. Only Power Belongs to the People (VKK) opposed the proposal and demanded an end to all coronavirus measures.
- Should the reimbursement rate have been raised earlier and to an even higher level?
- Should pharmacies and other private healthcare providers also be involved more broadly in vaccinations?
- Have municipalities made sufficiently binding use of the vaccination capacity of occupational health care?
- Social DemocratsIn favour
The group considered the proposal a good and clear measure to increase vaccination coverage at a time when there are sufficient vaccines and third doses are being administered.
”Minusta on hieno asia, että tämä asia menee eteenpäin ja yksimielisesti”
— Aki Lindén - Centre PartyIn favour
The group supported raising the reimbursement level to increase vaccination coverage and considered it important that the matter was dealt with swiftly during the parliamentary recess.
”Tähän on helppo yhtyä — esitys on hyvä ja kannatettava.”
— Pekka Aittakumpu - GreensIn favour
The group considered the proposal a necessary incentive to bring limited healthcare staff more broadly into the vaccination effort.
”Toivottavasti nyt tämän lainsäädännön myötä nouseva korvaus rokottamisesta kannustaa useampia työterveyshuollon toimijoita toteuttamaan rokotuksia laajamittaisemmin kuin tähän asti.”
— Mari Holopainen - Left AllianceIn favour
The group supported raising the reimbursement rate so that the involvement of occupational health care would accelerate the vaccination drive and free up municipal healthcare resources for other care.
”Koronarokotteen rokottamistoimenpiteen sairausvakuutuslain mukaista korvaustaksaa korotettaisiin 16 euroon rokottamistoimenpidettä kohden.”
— Hanna Sarkkinen - National Coalition PartyIn favour
The group supported the increase as very welcome, but noted that the proposal came late and proposed also including pharmacies in vaccination.
”Tämä rokotuskorvauksen nostaminen yksityisessä työterveyshuollossa 10 eurosta 16 euroon on perusteltu ja tarpeellinen muutos.”
— Mia Laiho - Finns PartyIn favour
The group considered the legislative amendment good and important so that those who want the vaccine can be vaccinated smoothly through occupational health care as well.
”Pidän hyvänä tätä esitystä, että ihminen halutessaan saa rokotteen, ja hyvä esitys, että siihen tulevat myös työterveyshuollot mukaan.”
— Veijo Niemi - Christian DemocratsIn favour
The group supported raising the reimbursement level to improve the pace of vaccinations, but criticised the Government for bringing the matter forward belatedly.
”Yhteistä kuitenkin on ilo siitä, että rokotustahti nyt merkittävästi paranee ja tätä kautta sitten tämä kansakunnallinen suojakin koronaa vastaan paranee ja sen tartuttavuus heikkenee.”
— Antero Laukkanen - Power Belongs to the PeopleAgainst
The group opposed the proposal, demanding that it be rejected and that all coronavirus measures be dismantled immediately.
”Siksi esitän, että hylkäämme tämän lakiesityksen.”
— Ano Turtiainen
