What is proposed

The maximum amount of funds that can be deposited into a share savings account will be raised from 50,000 euros to 100,000 euros as of 1 January 2024.

What it means

The change will directly affect retail investors who have the capacity to invest more than 50,000 euros in shares. The effect is estimated to concern at most approximately 34,500 people in the coming years. State tax revenues are estimated to decrease by about 5 million euros in 2024, with the annual loss in tax revenue estimated to grow by about 5 million euros per year until 2028 because of the deferral of dividend and capital gains taxes.

Key points of the debate

Parliament debated raising the maximum deposit limit for share savings accounts from 50,000 euros to 100,000 euros. The government parties and the Centre Party considered that the increase would strengthen domestic ownership, financial literacy and long-term saving. The left-wing opposition opposed the proposal, viewing it as a tax subsidy benefiting only the wealthiest, which narrows the tax base and increases inequality alongside cuts to social security.

  • Does raising the deposit limit benefit ordinary small investors or only the wealthiest?
  • Does deferring the taxation of investment returns narrow the state tax base and reduce tax revenue?
  • Is increasing tax incentives for saving justified at the same time as cuts to social security?
  • According to the National Coalition Party, the reform promotes popular capitalism and channels funds sitting in zero-interest bank accounts productively into domestic capital markets.

”Osakesäästötilin talletuskaton korotus parantaa piensijoittajien asemaa ja luo kannustimia pitkäaikaiseen säästämiseen ja sijoittamiseen.”
    — Noora Fagerström
  • Finns PartyIn favour

The Finns Party considered that raising the deposit limit would improve the position of Finnish small investors and encourage long-term wealth accumulation.

”Ehdotus parantaa piensijoittajien asemaa ja luo kannustimia pitkäaikaiseen säästämiseen ja sijoittamiseen.”
    — Sakari Puisto
  • The Social Democrats opposed the proposal, arguing that it benefits only a small, wealthy fraction of investors and creates unjustified tax advantages while cuts are made to the most vulnerable.

”Osakesäästötilin katto täyttyy nykyisin alle neljällä prosentilla tilin avaajista, ja tämä veroale tulee hyödyntämään hyvin marginaalista joukkoa, alle prosenttia suomalaisista.”
    — Helena Marttila
  • Centre PartyIn favour

The Centre Party supported the proposal as an important measure to promote household wealth building and the accumulation of domestic investment capital.

    ”Tämä esitys on todella hyvä.”
    — Petri Honkonen
  • The Left Alliance opposed raising the deposit limit as a tax cut favouring the wealthy that increases inequality and could allow taxation of returns to be avoided altogether.
