What is proposed

The Communicable Diseases Act would be amended so that THL (the Finnish Institute for Health and Welfare) can disclose information from communicable disease registers not only to physicians responsible for communicable diseases, but also to other healthcare personnel participating in communicable disease control work in a wellbeing services county and the HUS Group, such as registered nurses and public health nurses, insofar as necessary for their duties.

What it means

In practice, the amendment will enable, for example, communicable disease nurses to view and correct communicable disease notifications in their own area and carry out contact tracing without a physician acting as an intermediary. This will reduce the workload of communicable disease physicians in wellbeing services counties and the HUS Group, reduce manual searches for information in patient records, and speed up reaching and treating exposed individuals.

Key points of the debate

Parliament debated a proposal to extend access to the communicable disease register beyond physicians to other healthcare personnel involved in communicable disease control. The proposal was widely considered a necessary and consensual remedy to data access problems that arose following the health and social services reform. The debate also emphasised the need for a broader overall reform of the Communicable Diseases Act and the safeguarding of patient data protection.

  • How to ensure patient data protection and legal protection when rights to process health data are expanded?
  • The Social Democrats (SDP) supported the proposal, as utilising register data in multidisciplinary teams improves the prevention of communicable diseases and streamlines work without compromising data protection.

Siltä osin tätä hallituksen esitystä voi oikein lämpimästi kannattaa.
    Joona Räsänen
  • Centre PartyIn favour

The Centre Party (Cen) supported the proposal as a necessary improvement to information flow and called for a swift overall reform of the Communicable Diseases Act to ensure equal treatment for different business sectors.

Tuossa kun noita lausuntopalautteita vilkaisin, siellä uudistus nähtiin valtaosin kannatettavana.
    Pekka Aittakumpu
  • GreensIn favour

The Greens supported the swift entry into force of the bill to streamline communicable disease control and urged continued action to address other shortcomings in the legislation.

Hienoa, että tämä lakimuutos kuitenkin saatiin viipymättä valmisteltua, kun ongelma havaittiin, ja on tärkeätä viedä tämä nyt maaliin.
    Tiina Elo
  • Left AllianceIn favour

The Left Alliance (Left) considered pandemic preparedness important and highlighted the need to comprehensively reform the Communicable Diseases Act in a way that safeguards freedom to engage in commercial activity in the culture and events sector.

Pandemiat tulevat yleistymään ilmaston kuumenemisen edetessä, joten ilmastonmuutoksen ja luontokadon hillinnän lisäksi on syytä varautua jatkossa myös muilla tavoilla.
    Minja Koskela
  • The National Coalition Party (NCP) considered the proposal a highly necessary correction for practical work in the wellbeing services counties and proposed addressing other acute problems before the comprehensive reform of the act.

Tämän lainsäädännön teko on ehdottomasti tarpeen, ja on hyvä, että siellä Terveyden ja hyvinvoinnin laitos ja myöskin sosiaali- ja terveysministeriö ovat tämän huomanneet.
    Paula Risikko
  • Finns PartyIn favour with reservations

The Finns Party (Finns) considered information flow important but emphasised patient data protection and demanded a high threshold for disclosing sensitive health data without patient consent.

Yhtä tärkeää on huolehtia potilaiden oikeusturvasta, jotta potilaiden terveystietoja käsittelevät vain ne terveydenhuollon ammattilaiset, joilla on siihen todellinen tarve.
