Esityksessä ehdotetaan, että eduskunta hyväksyisi otsonikerroksen suojelua koskevan Wienin yleissopimuksen alaisen Montrealin pöytäkirjan muutoksen. Montrealin pöytäkirja koskee otsonikerrosta heikentäviä aineita. Pöytäkirjan lokakuussa 2016 Kigalissa hyväksytyllä muutoksella sovitaan fluorihiilivetyjen tuotannon ja käytön maailmanlaajuisesta vähentämisestä asteittain. Pöytäkirjan muutoksen täytäntöönpanokustannusten arvioidaan nostavan merkittävästi pöytäkirjan osapuolten pakollisia rahoitusosuuksia. Pöytäkirjan muutos tulee voimaan 1 päivänä tammikuuta 2019 edellyttäen, että vähintään 20 osapuolta on tallettanut pöytäkirjan ratifioimis-, hyväksymis- tai liittymiskirjansa siihen mennessä. Jos ehtoa ei ole täytetty mainittuun päivämäärään mennessä, pöytäkirja tulee voimaan yhdeksäntenäkymmenentenä päivänä siitä päivästä, kun ehto on täytetty. Pöytäkirjan muutos on Suomen osalta tarkoitettu tulemaan voimaan valtioneuvoston asetuksella säädettävänä ajankohtana samaan aikaan kun pöytäkirjan muutos tulee kansainvälisesti voimaan.
