What is proposed
Parliament will approve the Investment Protection Agreement between the EU, its member states and Singapore, as well as the act bringing it into force. The agreement defines the level of protection for investments and investors, non-discrimination, criteria for compensation for expropriation and the free transfer of funds, and establishes an independent investment court system with an appeal mechanism.
What it means
The change will increase legal certainty and predictability in economic activity between the countries. It will improve protection for approximately 70 Finnish companies operating in Singapore, as well as other Finnish and European investors, and correspondingly protect Singaporean investments in Finland. The act and the agreement will enter into force by government decree at a later date, once all contracting parties have completed their ratifications.
