What is proposed

The standard VAT rate and the insurance premium tax rate will be increased by 1.5 percentage points from 24 per cent to 25.5 per cent from 1 September 2024.

What it means

The change will raise consumer prices for taxable goods and services by an estimated 1.2 per cent and reduce household purchasing power by an average of 0.53 per cent. Businesses (around 444,000 parties liable for VAT and 230 liable for insurance premium tax) will incur one-off costs from updating IT, cash register and accounting systems, as well as pricing. Central government tax revenues are estimated to increase by around 1,027 million euros at the 2025 level and by around 181 million euros in 2024.

Key points of the debate

The debate focused on raising the standard VAT rate and the insurance premium tax rate from 24 per cent to 25.5 per cent on a fast schedule. The Government considered the tax increase necessary to curb the public finances deficit and comply with EU rules. The opposition opposed the proposal, viewing the increase as excessive, cutting the purchasing power of low-income earners, and taking effect too quickly for businesses.

  • Is the VAT increase to 25.5 per cent excessive?
  • Will the September entry into force cause unreasonable difficulties for businesses?
  • Does the tax increase unfairly impact low-income earners?
  • The difficult situation of public finances requires revenue adjustments to halt the accumulation of debt. Taxing consumption and harmful activities makes it possible to avoid tightening taxes on work and entrepreneurship.

Tämä vaikea taloustilanne huomioiden tämä alv-korotus on pakko tässä aikataulussa tehdä.
    Oskari Valtola
  • Finns PartyIn favour

The tax increase is necessary to cover the central government deficit and avoid the EU's excessive deficit procedure. Taxing consumption is a less harmful way to adjust public finances than taxing labour and entrepreneurship.

Nopeasti voimaan tuleva arvonlisäverokannan korottaminen tuo valtion kassaan nopeasti lisää verotuloja.
    Riikka Purra
  • The proposed increase is too large, weakening the purchasing power of low-income earners as well as economic growth. In addition, the entry into force scheduled for the beginning of September is too tight for businesses and poorly prepared.

Näin merkittävää ja massiivista arvonlisäveron korotusta ei olisi pitänyt tehdä.
    Lauri Lyly
  • A 1.5 percentage point increase is excessive and raises Finland's VAT to an excessively high level. In particular, a change taking place mid-year with decimal tax rates places an unreasonable burden on small businesses.

Me lähdemme siitä, että arvonlisäveroa ei tulisi korottaa 25,5 prosenttiin.
    Markus Lohi
  • GreensAgainst

The VAT increase deepens poverty by reducing the livelihood of low-income earners without compensation. The rapid timetable and decimal increase also place a heavy administrative burden on small businesses.

On riski, että hallituksen hätäilevä alv-korotus leikkaa kysyntää ja ajaa Suomen talouden yhä huonompaan tilanteeseen.
    Krista Mikkonen
  • The increase hits low-income earners hardest, cuts consumer demand and threatens to slow economic recovery. Instead of raising VAT, the Government should tackle tax subsidies and tax cuts that favour high-income earners.

Arvonlisäveron iso kasvattaminen iskee koviten pienituloisiin suomalaisiin.
