What is proposed
The obligation of the Emergency Response Centre Agency to receive and respond to emergency reports using real-time text will be postponed from the end of 2025 until the maximum deadline permitted by the EU Accessibility Directive, namely 28 June 2027.
What it means
The change will give the Emergency Response Centre Agency approximately one and a half years of additional time to implement the technical text input feature. The postponement will particularly affect people with hearing and speech impairments, whose access to the new real-time emergency communications will be delayed. However, emergency notifications can still be made by traditional text message, for which the registration requirement will be removed from 28 June 2025. The act will enter into force on 1 December 2025.

- Finns PartyIn favour
The Emergency Response Centre Agency needs additional time for the reliable implementation of a demanding technical system in order to prevent the authority from lapsing into an unlawful situation and to ensure the functionality of the service.
