What is proposed

A permanent provision will be added to the Act on the Processing of Client Data in Health and Social Services, allowing public healthcare providers in Uusimaa, notwithstanding confidentiality provisions, to disclose and use each other's patient data to the extent required for the patient's care. The procedure does not require a separate disclosure permit, but the patient may prohibit the disclosure of their data at any time.

What it means

The amendment makes the temporary operating practice followed in Uusimaa since the health and social services reform permanent from 1 January 2026. It secures the uninterrupted flow of patient records between primary healthcare and specialised medical care for approximately 1.7 million residents in the region, facilitates the work of healthcare professionals, and causes no system changes or additional costs.

1.Laki sosiaali- ja terveydenhuollon asiakastietojen käsittelystä annetun lain 54 §:n muuttamisesta

Eduskunnan päätöksen mukaisesti muutetaan sosiaali- ja terveydenhuollon asiakastietojen käsittelystä annetun lain (703/2023) 54 §:n 1 momentti seuraavasti:

54 §Terveydenhuollon palvelunantajan oikeus saada potilastietoja ja potilastietojen luovuttaminen hoidon turvaamiseksi

Terveydenhuollon palvelunantajalla on oikeus saada ja käyttää muiden terveydenhuollon palvelunantajien potilastietoja potilaan terveyspalvelun järjestämiseksi ja toteuttamiseksi. Tiedonsaantioikeuden edellytyksenä on asiakkaan antama luovutuslupa.

1 §

Main content of the bill (official)
Lait on tarkoitettu tulemaan voimaan 1.1.2026.
