What is proposed
The excise duty on wines and other fermented alcoholic beverages exceeding 2.8 per cent alcohol by volume will be increased by an average of about 9 per cent. In addition, taxes on all alcoholic beverages will be linked to the Harmonised Index of Consumer Prices from 2026 onwards, bringing a general index increase of 1.4 per cent at the beginning of 2026 and tasking the Finnish Tax Administration with confirming the tax rates annually from 2027 onwards. The previously decided separate tax increases on spirits for 2026 and 2027 will be repealed.
What it means
The act will enter into force on 1 January 2026. As a result of the tax increases, consumer prices for wines and other fermented beverages will rise by an average of about 3 per cent (for example, a standard bottle of wine by about 0.61 euros) and prices of other alcoholic beverages by about 0.5 per cent. The changes are estimated to increase central government alcohol tax revenues by about 38 million euros per year and reduce alcohol consumption by about 0.5 per cent. The impacts will fall on consumers of alcoholic beverages as well as businesses in the beverage industry, retail and restaurant sectors.

Key points of the debate
The debate addressed the increases in alcohol duty and the linking of tax rates to the consumer price index. Raising alcohol duty and index-linking were widely considered supportable from the perspectives of general government finances and public health, but the opposition criticised the Government for maintaining the earlier beer tax cut and demanded tighter taxation.
- Should the previously implemented beer tax cut be cancelled and beer taxation tightened as well?
- Should alcohol taxes be raised more than proposed by the Government to increase central government revenue?
- Will an excessive tax increase boost passenger imports and other harms?
- Finns PartyIn favour
The group supports the proposal, as it shifts the focus of taxation from labour to harms and strengthens central government finances without excessive risks of passenger imports.
”Tämä esitys noudattaa hallituksen veropolitiikan yleistä linjaa, joka suuntaa verotuksen painopistettä työn ja yrittämisen veroista haittaverotukseen päin.”
— Sami Savio - Social DemocratsIn favour with reservations
The group considers the tax increases and index-linking justified in principle for the sake of central government finances, but calls for cancelling the earlier beer tax cut and raising beer tax in the same proportion as for other beverages.
”Siksipä esittäisimme, että oluen verotuksessa siirrytään samassa suhteessa kireämpään suuntaan.”
— Joona Räsänen - Centre PartyIn favour with reservations
The group supports tightening alcohol taxation but proposes substantially larger increases than the Government and cancelling the earlier beer tax cut to fund cuts in income taxation.
”Olutveron aiemman alennuksen kumoamisen lisäksi keskusta toteuttaisi 75 miljoonan euron korotuksen alkoholiveron verotaulukkoon kautta linjan hallituksen esittämään verrattuna.”
— Eeva Kalli - GreensIn favour with reservations
The group considers the index adjustment and the tightening of the excise duty on harms positive from a public health perspective, but criticises the inconsistency of tax policy and demands the repeal of the beer tax cut.
”Olemme jättäneet tästä esityksestä kuitenkin vastalauseen, sillä tämä hallituksen veropolitiikka ei ole johdonmukaista.”
— Krista Mikkonen - Left AllianceIn favour with reservations
The group considers the tax increases justified from the perspectives of general government finances and public health, but regards maintaining the beer tax cut as a mistake and supports cancelling it.
”Olutveron kevennys tulisi perua tässä samassa yhteydessä.”
— Hanna Sarkkinen - Non-attachedIn favour
The MP supports the Government's line and warns against excessive tightening of the beer tax, which would harm domestic microbrewery culture and increase passenger imports.

4 §
Kalenterivuodesta 2027 lukien alkoholi- ja alkoholijuomaveroa on kuitenkin 1 momentissa säädetystä poiketen suoritettava verotaulukossa säädetyn veron määrän sijasta indeksillä tarkistetun veron määrä kalenterivuosittain. Verohallinto vahvistaa indeksillä tarkistetun veron määrän seuraavaa kalenterivuotta varten vuosittain viimeistään 15 päivänä elokuuta antamallaan määräyksellä noudattaen, mitä 3 momentissa säädetään.
Indeksillä tarkistetun veron määrä saadaan kertomalla 1 päivänä elokuuta vahvistusvuonna voimassa oleva veron määrä vertailuluvulla. Vertailuluvun laskennassa käytetään Tilastokeskuksen julkaiseman yhdenmukaistetun kuluttajahintaindeksin 12 kuukauden ajanjakson toteutuneiden kuukausittaisten pistelukujen aritmeettista keskiarvoa. Vahvistusvuoden keskiarvo lasketaan vahvistusvuotta edeltävän vuoden heinäkuun alusta vahvistusvuoden kesäkuun loppuun ulottuvalta ajanjaksolta. Vertailuluku saadaan jakamalla vahvistusvuoden keskiarvo edellisvuoden vastaavalta ajanjaksolta lasketulla keskiarvolla. Vertailuluku pyöristetään neljään desimaaliin. Vahvistettava veron määrä ilmoitetaan pyöristettynä sentin sadasosan tarkkuuteen.
§
Tämä laki tulee voimaan päivänä kuuta 20 .
