    Operating rules for taxis will be tightened to improve passenger safety and combat the shadow economy. Taxis will among other things be required to have a taxi light, clearer price information, and a device or taximeter collecting journey data for tax control.

    Reforming transport qualifications and emergency preparedness

    Heavy vehicle drivers will be able to obtain their professional qualification by taking examinations alone, and the local knowledge component will be removed from the taxi driver examination. At the same time, qualification requirements for authority vessels will be made more flexible and large transport companies will be required to prepare for disruptions.

    Reforming driving licence acquisition

    Obtaining a driving licence will become more flexible, and mandatory instruction requirements will be reduced. The multi-phase system for obtaining a passenger car driving licence will be abolished, and teaching under a driving instruction permit will be made easier.
