Transferring employment services to trial municipalities
The provision of employment services for jobseekers would be temporarily transferred from the state public employment services (TE services) to participating municipalities across five regions. The trial would develop service models and support employment especially among young people and those who have been unemployed for longer periods.

Opening employment services to private providers
Private companies and organisations would be able to interview jobseekers, assess their service needs, and draw up employment plans for them. However, the public employment services (TE services) would still make official administrative decisions and impose any unemployment security sanctions.
