Abolishing licensing for private day-care centres
The licence requirement for private day-care centres would be abolished and replaced with a registration procedure. A new day-care centre could start operating as soon as its premises and operating requirements have been inspected, without having to wait for the actual registration decision.

Easing startup for small care providers
Sole entrepreneurs in health and social services would be able to start their operations immediately after submitting an application for registration, without waiting for an official decision. The registration obligation for public service providers would in turn be postponed by two years.

Clarifying suspension of artist grants
Recipients of a state artist grant will be able to suspend or postpone their grant period under conditions laid down in the act, for instance due to paid employment. At the same time, awarding artist grants for studies will be abolished.
