Separating region and wellbeing county divisions
The division into wellbeing services counties and the division into regions will be separated into their own acts, meaning that potential changes to wellbeing services counties will no longer automatically alter regional borders. At the same time, the terms for financial support for county council groups and the remuneration rules for elected officials will be specified in greater detail.

Official abolition of local districts
The obsolete division into local districts and the related Act on the Principles for Developing State Local Administration will be repealed entirely. Police departments' operating areas will be defined directly on the basis of the division into regions and municipalities instead of local districts.

Transferring rescue services to regions
The responsibility for organising rescue services will be transferred from municipalities to the regions to be established from 1 January 2019. At the same time, central government steering will be strengthened and rescue departments' opportunity to continue providing emergency medical services will be safeguarded.

Expanding Urho Kekkonen national park
An area of 198 hectares along the Suomujoki river will be incorporated into Urho Kekkonen National Park and an area of 9.3 hectares at Tankavaara will be removed from it. The change will enable the development of the Tankavaara visitor centre for tourism purposes while increasing the total surface area of the national park.
