Loss-making and underutilised right-of-occupancy buildings could be relinquished, allowing residents to buy their dwelling or remain as tenants. Paid queue numbers for housing applications would be abolished in favour of allocating homes in order of receipt of applications.

Improving interest subsidies for ARA housing
The interest subsidy terms for state-subsidised affordable housing production will be improved, and making provision for rental building renovations will again be permitted within rents. At the same time, the rules, official liability and supervision concerning resident selection for rental housing will be clarified.

Reforming right-of-occupancy housing and resident selection
The application system for right-of-occupancy dwellings will change so that resident selection switches to a single nationwide, fixed-term queue number. At the same time, residents' opportunities to exert influence in companies will be increased, and relinquishing right-of-occupancy buildings facing financial difficulties will be accelerated.
