Reforming municipal veterinary services
Municipalities will be given a clear obligation to provide basic veterinary services and round-the-clock on-call duty throughout the country. At the same time, the possibilities for municipalities to charge fees for veterinary clinic services will be expanded.

Reforming veterinary medicine use and monitoring
Species-specific data will begin to be collected on the use of antimicrobials administered to animals to combat antimicrobial resistance. At the same time, the rules on prescribing veterinary medicinal products and medicated feed will be consolidated into a single act in line with EU regulation.

Reforming rules on medicated feed
Amendments required by EU legislation will be made to the Feed Act concerning the manufacture, distribution and use of animal medicated feed. The reform will improve the safety of the food chain and prevent the development of antimicrobial resistance.

Reforming animal identification and registration
A new act on the identification and registration of animals will be enacted in Finland to align national legislation with the EU Animal Health Law. The system will be extended to cover the registration of pets and new animal species in order to safeguard animal welfare and health.

Stricter animal welfare requirements
The reform will improve animals' living conditions, treatment and protection by requiring better consideration of species-specific needs. Animals must, among other things, be guaranteed continuous access to drinking water in permanent housing facilities, and pain relief must be used during painful procedures.
