Persons who detect misconduct in their work will be provided with statutory protection against employer retaliation, such as dismissal or discrimination. Large organisations and public authorities will be required to establish secure reporting channels for reporting suspected breaches.

Reforming food control and regulation
Finland will introduce a new Food Act to streamline and clarify regulation and official control in the food sector. The focus of control will shift from premises to activities, and sector rules will be updated to comply with EU requirements.

Reforming food and health protection supervision
The Food Act will be reformed to reduce bureaucracy in official supervision and for operators. At the same time, an annual supervision fee of 150 euros will be introduced for food and health protection operators.

Establishing the Finnish Food Authority
The Finnish Food Safety Authority Evira and the Agency for Rural Affairs (Mavi) will be merged into a new Finnish Food Authority at the beginning of 2019. At the same time, sectoral information management tasks from the National Land Survey of Finland and the supervision of the use of plant protection products from Tukes will be brought together into the new authority.
