Gas market liberalisation and fee caps
The Finnish natural gas market will be opened to competition and the gas transmission network unbundled from sales operations. At the same time, an annual maximum cap of 15 per cent will be set on increases in electricity and natural gas transmission and distribution fees.

Extending gas rules to third-country interconnectors
Natural gas transmission pipelines between Finland and non-EU countries will be clearly brought under EU regulation in Finnish territory and territorial waters. The Energy Authority will also be granted the right to engage in supervisory cooperation with third-country authorities.

Facilitating joint network infrastructure deployment
Network operators across different sectors will be obligated under certain conditions to deploy networks jointly and share their existing infrastructure in order to expand high-speed communications networks. In addition, high-speed internal communications networks must be installed in new residential buildings and those undergoing major renovation.
