Significantly stricter penalties for firearms offences
Penalties for firearms offences and the possession of bladed weapons would be tightened substantially, and carrying an unlicensed firearm in a public place would generally result in an unconditional prison sentence. In addition, transferring or handling a firearm for the purpose of committing a serious offence would be criminalised as a separate offence.

Expanding police security checks at events
The police will be able to search persons present in the area of public events and gatherings, searching not only for dangerous objects but also for other prohibited substances, such as drugs. Where the situation requires, a search may be conducted without a concrete suspicion of an offence.

Reforming rules on exporting cultural goods
The rules governing the export of items belonging to the national cultural heritage will be reformed to protect national treasures. Exporting valuable cultural goods defined by law from Finland will require an export permit from the Finnish Heritage Agency or the Finnish National Gallery.

Reforming the motor liability insurance system
The Motor Liability Insurance Act will be reformed, speeding up the processing of claims and giving insurance companies greater freedom in pricing premiums and bonuses. Personal injuries sustained by drivers participating in motorsport competitions will be excluded from the scope of statutory motor liability insurance.
