Monitoring of real estate transactions by entities from outside the EU and EEA will be tightened to protect national security. At the same time, the state's right of pre-emption near strategic sites will be strengthened and the authorities' rights to access information will be expanded.

State intervention in security-threatening property transactions
The state will gain the means to monitor and, if necessary, block real estate transactions that could endanger Finland's national security. Buyers from outside the EU and the EEA will be required to obtain a permit to buy real estate in Finland.
