Introducing digital identity cards and wallets
Finland will introduce a phone-based digital identity card and a European digital identity wallet application. The reform will make it possible to prove identity, manage digital permits and certificates, and provide official electronic signatures using a mobile device.

Introduction of a digital identity card
An official digital identity card functioning on a smartphone will be created for Finland, allowing individuals to prove their identity online and in face-to-face transactions. At the same time, electronic service tools will be introduced for foreign nationals and for individuals who do not use a smartphone.

Adding fingerprints to identity cards
Fingerprints will begin to be added to identity cards in the same way as to passports, and the data will also be stored in an official register. Fingerprints given once can subsequently be used interchangeably when applying for both passports and identity cards.

Extending the tax number to shipyards
The tax number and mandatory photographic identity card familiar from the construction sector will also be introduced at shipyards. The reform will combat the shadow economy and make tax supervision of foreign labour easier.

Reforming identity card application and delivery
An identity card can be applied for electronically without visiting a police station, and the finished card will be delivered directly to a collection point. Cards can also be applied for at Finnish missions abroad, but health insurance details will be removed from new cards.

Reforming electronic identification and signatures
Finland's legislation on electronic identification and electronic signatures will be reformed to align with EU regulation. Citizens will also be able to use Finnish electronic identification means to access online services in other EU countries.
