    The secret intelligence-gathering methods and powers of apprehension available to the police will be clarified and made more effective. Telecommunications interception and monitoring permits will be linked to persons, and the powers of the police to operate in telecommunications networks and to prevent homicides will be expanded.

    The investigation and processing of violent and sexual offences against children will be made urgent throughout the criminal process. In court, the main hearing in these cases must be initiated no later than 30 days after the case is brought before the court.

    Preventing the release of dangerous prisoners

    Preventive detention will be introduced in Finland, allowing the prison terms of the most dangerous prisoners to be extended after their sentence has ended. At the same time, access to parole for life prisoners will be tightened if the prisoner is assessed as still posing a danger to others.
