Streamlining guardianship and powers of attorney
The work of attorneys under continuing powers of attorney and guardians will be made easier in managing everyday matters and property. At the same time, permit requirements from the guardianship authority will be reduced and the property registration thresholds for minors will be raised.

Reforming duties and registers of the Digital and Population Data Services Agency
The duties of the local register offices and the Population Register Centre will be transferred to the new Digital and Population Data Services Agency from the beginning of 2020. At the same time, the rules governing personal data registers and data processing maintained by the agency will be harmonised.

Reforming legal aid and public guardianship
Six legal aid and public guardianship districts will be established in Finland to operate as independent agencies. Legal aid services and public guardianship will be administratively separated into parallel operations.

Clarifying division of register office duties
The competent local register office will be specified by decree of the Ministry of Finance instead of in separate acts. The amendment clarifies and harmonises the division of duties between local register offices.
