Clarifying animal welfare liabilities and fees
Liability for damages caused during animal welfare control will transfer from municipalities to the state, and municipalities will gain the right to charge fees for animal welfare control carried out by health inspectors. In addition, the obligation for veterinarians to report defects that hinder the breeding of dogs and cats will be postponed.

Reforming animal breeding rules
Legislation on animal breeding will be aligned with the directly applicable EU regulation. Requirements for breeding programmes, breeding books and zootechnical certificates for livestock and equines will be based on EU rules.

Easier establishment of agricultural producer organisations
Agricultural producers will be able to establish officially recognised producer organisations in any agricultural product sector, and the conditions for establishing organisations will be eased. In addition, the act will allow the recognition of interbranch organisations that cover the entire food supply chain.
