Improving animal welfare and protection
The new Animal Welfare Act will replace the old Animal Protection Act and tighten requirements for the keeping, care and treatment of animals. The provisions will improve animals' opportunities to carry out natural species-specific behaviour and reduce the pain and suffering caused to them.

Adjusting municipal central government transfers for 2023
The central government transfer percentage for municipal basic public services will decrease to 22.09 per cent at the beginning of 2023. At the same time, temporary deductions to central government transfers and funding for new statutory duties will be defined.

Tightening drinking water safety and monitoring
The purity and quality of drinking water will be protected more rigorously across the entire water supply chain, from raw water to the consumer's tap. At the same time, public access to information about water quality, price and consumption will be improved.

Stricter animal welfare requirements
The reform will improve animals' living conditions, treatment and protection by requiring better consideration of species-specific needs. Animals must, among other things, be guaranteed continuous access to drinking water in permanent housing facilities, and pain relief must be used during painful procedures.
