The obligation of banks and payment service providers to offer round-the-clock instant payments will be supplemented by providing for the supervision of breaches and sanctions. At the same time, the obligations of incorporated law firms regarding the prevention of money laundering will be clarified.

Establishing national backup payment systems
National backup systems will be established in Finland to secure credit transfers, card payments and cash withdrawals during serious disruptions and states of emergency. The systems will ensure daily payments for citizens and businesses in situations where banks' normal systems are not functioning.

Reforming international postal traffic rules
Finland will adopt the rules of the Universal Postal Union's revised Universal Postal Convention in international postal traffic. International letters containing goods will be separated from documents and subject to their own charges and a barcode requirement.
