    National backup systems will be established in Finland to secure credit transfers, card payments and cash withdrawals during serious disruptions and states of emergency. The systems will ensure daily payments for citizens and businesses in situations where banks' normal systems are not functioning.

    Reforming international postal traffic rules

    Finland will adopt the rules of the Universal Postal Union's revised Universal Postal Convention in international postal traffic. International letters containing goods will be separated from documents and subject to their own charges and a barcode requirement.
