Securing intellectual disability services during reform
Wellbeing services counties will be able to procure morning and afternoon activities for disabled children directly from municipalities without tendering. In addition, involuntary special care and necessary restrictive measures can continue to be implemented in intellectual disability psychiatry wards.

Combining and reforming disability services
The Disability Services Act and the Act on Special Care for Persons with Intellectual Disabilities will be merged into a single framework, so that services will be granted based on individual need for assistance rather than a medical diagnosis. The reform will strengthen the self-determination, equality and independent living of persons with disabilities.

Strengthening self-determination for the intellectually disabled
The right to self-determination and independent coping of persons with intellectual disabilities will be strengthened in special care. The use of restrictive measures will be reduced, and precise and specific conditions will be laid down for permissible restrictive measures.
