    Finnish firearms legislation will be reformed to comply with the EU's tightened Firearms Directive. At the same time, the opportunity for reservists and the National Defence Training Association of Finland to practise with firearms suitable for the needs of national defence will be safeguarded.

    The introduction of the electronic service system for firearms will be postponed to March 2020 due to delays in completing the IT system. At the same time, arms collectors will be given additional time to apply for permits for previously acquired firearms.

    Streamlining and digitising firearms licensing

    Acquisition and possession permits for firearms will be combined into a single firearm licence that can be applied for electronically, and the aptitude test for licence applicants will be abolished. The requirement to present firearms at police stations will be curtailed, and firearms dealers will begin entering firearms data directly into the police's electronic system.
