Adding nicotine pouches to producer responsibility
Manufacturers and importers of nicotine pouches will be obligated to compensate municipalities for the cleanup and waste management of litter caused by their products. At the same time, compensation paid to municipalities by producers of single-use plastics and nicotine pouches will be changed to be based mainly on a fixed annual per-capita fee.

Extending cleanup responsibility for single-use plastics
Manufacturers and importers of single-use plastic products and fishing gear would be required to contribute to the waste management of their products and to municipal cleanup costs. At the same time, producer responsibility for packaging would be extended to cover small businesses as well.
