Streamlining property transactions and registrations
Procedures for property transactions and registration will be made more flexible, and electronic services will be facilitated. Parties to a property transaction will be able to agree bindingly on a deposit or a cancellation fee without an attesting notary.

Switching to electronic mortgage certificates
Only electronic mortgage certificates will be issued for property mortgages instead of paper ones. Old paper mortgage certificates can no longer be used as collateral for new loans after 2019.
