Strengthening competition enforcement and sanctions
The Finnish Competition and Consumer Authority (KKV) will receive broader powers to investigate competition infringements, impose remedies and engage in cross-border cooperation with other EU member states. Penalty payments may also be imposed on companies for breaching investigative procedures and failing to comply with decisions.

Enhancing Nordic competition oversight
Finland will accede to the Nordic cooperation agreement on competition matters. Nordic competition authorities will be able to exchange information and carry out requests for information and inspections on each other's behalf.

Repealing special electricity merger rules
A special rule on electricity market mergers that has never been applied in practice will be removed from the Competition Act. Electricity sector mergers will be assessed under the same general competition rules as other sectors.

Claiming compensation for harm caused by infringements of competition law, such as cartels or abuse of a dominant position, will be made easier. The rules improve the opportunities for injured businesses and consumers to obtain full compensation and make court proceedings smoother.
