Three-dimensional properties delimited in height and depth will be able to be formed below or above ground level in local detailed plan areas. The change will clarify the ownership and financing of multi-level projects, such as underground car parks, shopping centres and transport premises.

Abolishing detached reliction properties
Detached relictions created in the past through the lowering of water bodies will be abolished as separate property units and integrated into the normal property system. At the same time, qualification requirements for survey engineers will be made more flexible, and property boundary data will be made available free of charge.
