Establishing maternity of birth mothers
The maternity of a birth mother could be established and confirmed by an authority through DNA testing if documentary evidence is not available. In addition, a court could, as a last resort, order a parentage test to be carried out on a deceased person who has been buried.

Streamlining cross-border family matters
Family law decisions issued in another EU country, such as divorce and custody rulings, could be enforced directly in Finland without a separate declaration of enforceability. In addition, the enforcement of return decisions and interim measures in international child abduction cases would be expedited.

Reforming child custody and shared residence
Rules on child custody and right of access will be reformed to reflect more diverse family situations. The act will incorporate the possibility of shared residence, strengthen the child's right to be heard, and enable the right of access to other persons close to the child as well.

Provider supplement for student parents
Students caring for a minor child will receive a monthly provider supplement to their study grant. At the same time, the criteria for extending the period of student financial aid and for full-time study will be clarified.
