Streamlining permits for major transport projects
A four-year time limit will be set for official processing of major projects on the trans-European transport network. At the same time, decisions on the classification of highways will be transferred from the ministry to Traficom (the Finnish Transport and Communications Agency).

Facilitating joint network infrastructure deployment
Network operators across different sectors will be obligated under certain conditions to deploy networks jointly and share their existing infrastructure in order to expand high-speed communications networks. In addition, high-speed internal communications networks must be installed in new residential buildings and those undergoing major renovation.
