The obligation to use a pilot for vessels operating in Finnish waters will be clarified, and the pilotage certificate system will be reformed. Administrative fines will be imposed for breaches of pilotage rules instead of criminal sanctions.

Extending transport sector coronavirus exemptions
The validity period of maritime qualifications and pilotage licences will be exceptionally extended so that vessel traffic and security of supply are not interrupted due to the coronavirus epidemic. At the same time, flexibilities concerning public transport notification periods and coronavirus preparedness in the transport sector will remain in force.

Remote road association meetings and pilotage
Road associations will be able to permit participation in meetings by remote connection without a separate amendment to their rules. At the same time, temporary flexibilities will be introduced for maritime pilotage licences during the coronavirus pandemic.

Permitting remote pilotage trials
Remote pilotage of vessels will be made possible in Finland, allowing a pilot to guide and advise a vessel without physically boarding it. The activity will begin under official supervision as fixed-term trials.

Easing pilotage requirements for small vessels
The obligation to use a pilot will be eased for small vessels, towing combinations and icebreakers. At the same time, the organisation of pilotage examinations will be transferred from the authority to maritime educational institutions.
