Safety investigations into severe cyber incidents
The Safety Investigation Authority will be granted powers to investigate extremely severe cybersecurity incidents that threaten the functioning of society. At the same time, the Safety Investigation Act will be updated to meet the requirements of the European Union Marine Accident Investigation Directive.

Permitting investigations of the Estonia wreck
Authorities would be permitted to carry out investigations and inquiries at the wreck of the Estonia notwithstanding the protection provisions. The aim is to examine the significance to the sinking of the vessel of new ruptures discovered in the side of the wreck.

Digitalising ship logbooks and incident reporting
Ships will be able to switch to keeping logbooks in electronic form, and outdated formalities, such as sealing logbooks, will be abolished. In addition, it will become mandatory to report ship incidents and accidents directly to the authorities in order to improve maritime safety.

Shipowners' liability for wreck removal
Shipowners will bear strict liability for the removal and costs of a hazardous wreck resulting from a maritime accident. The authorities will be able, if necessary, to remove the wreck at the owner's expense and recover the costs directly from the insurance company.
