Reforming rail transport competition and permits
Domestic rail passenger transport will be opened to competition and the regulation of the sector will be completely reformed to comply with EU requirements. At the same time, permit processes in the rail sector will be harmonised and the administrative burden on private sidings will be reduced.

Regulatory supervision of metro and tram transport
Metro and tram transport would be transferred from municipal oversight to state regulatory supervision. Operators will be required to notify the Finnish Transport Safety Agency of their operations and introduce a safety management system.
