Reforming Celia into the accessibility library
The Library for the Visually Impaired will be officially changed to the Accessibility Library Celia, and the legislation governing its operations will be updated. The library will continue to offer free audiobooks, learning materials and other accessible materials to people with visual impairments and other print disabilities.

Improving book accessibility for the print-disabled
The production and use of books and audiobooks intended for visually impaired and other print-disabled people will be made easier without separate copyright permission. Works in an accessible format can also be exchanged and distributed smoothly across EU borders.
