Abolishing regional sports councils
Regional sports councils will be abolished as a result of the reform of central government regional administration. Regional administration of sports matters will be centralised in the national Licensing and Supervisory Agency without separate regional expert bodies.

Clarifying ministry practices and regulatory evaluation
The status of the Finnish Council of Regulatory Impact Assessment will be established in law, and uniform ground rules will be created for internal duty assignments within ministries. At the same time, releasing the Government's own archive materials for scientific research will be clarified.

Clarifying elite sports and sports research
Objectives on sustainable development and measures to promote elite sports and health-enhancing physical activity will be added to the Sports Act. At the same time, the Academy of Finland will be able to act as a discretionary government grant authority for sports science research grants.

The new Youth Act will strengthen young people's inclusion and equality in society. At the same time, municipalities will be given more freedom to organise youth work according to their own local needs.
