Restricting nicotine pouch sales and use
Nicotine pouches will be brought under the scope of the Tobacco Act, making their retail sale subject to a licence and introducing a maximum nicotine limit. Only mint and menthol flavours will be permitted in the products, and the possession of all tobacco substitutes will be prohibited for persons under 18 years of age.

Raising snus and nicotine pouch limits
Travellers may bring in tax-free up to one kilogram of snus and one kilogram of nicotine pouches from another EU country. The previously planned stricter import limit of 200 grams will not be implemented.

Clarifying smoking bans and product restrictions
The ban on selling and importing smokeless tobacco products will be limited to snus, chewing tobacco and nasal snuff. At the same time, the tank capacity of electronic cigarettes will be restricted, and right-of-occupancy housing companies will be enabled to apply for smoking bans.
